Implementation and Outcomes of a Pilot Virtual School in the First State
Delaware is lagging behind other states in the implementation of online courses for K-12 students. The state has finally jumped on the proverbial bandwagon and is now offering cyber courses through the Delaware Virtual School (DVS). Preliminary evaluation data, however, indicated that too many students are dropping out of online courses offered through the DVS. Although across the United States, dropout rates for online distance education courses are reported to be higher than classroom-based courses (Lynch, 2001; Terry, 2001), the issue warrants further investigation in order to increase the number of students who complete online courses. The purpose of this Executive Position Paper (EPP) is to gain a better understanding of the successes and pitfalls of the pilot implementation of the DVS in order to generate recommendations that will improve student completion rates in the future and help scale up the program. In particular, the following issues are examined: (1) Characteristics of students taking online courses through the DVS; (2) Student readiness for online learning; (3) Reasons students take online courses; (4) Technical and logistical issues associated with online learning (e.g., enrollment procedures, technical difficulties); (5) Course design issues (i.e., pace, rigor, and instructional interactions with peers and mentors); (6) Reasons students drop out of online courses; (7) Students' perceptions of the DVS; (8) Mentor preparedness and responsibilities in the DVS; (9) Mentors' perceptions of the DVS; (10) Mentor and student interactions; and (11) Mentor's recommendations for the future of the DVS.
